Response #2: The Charter School Movement: Use the following to write a 3-4 page paper.
1. Identify the groups/actors in the reform.
2. Explain how at least two groups define the problem and set the agenda.
3. Explain what you consider to be the two most significant long-term implementation challenges for the reform.
4. Identify the “tools” or “instruments” that policymakers might consider for advancing or stopping the reform. Make sure to cite the various sources we have read.
