CASE 1: A city is running out of room for trash, especially bulk trash from construction sites. It currently has a large landfill that takes in most of the construction waste for the entire region. Recycling exists but is not equipped for the amount of trash. The city wants to add more acres of land to the landfill, but that means expanding the garbage site closer to a historic neighborhood. On one hand, people already complain about the smell and potential negative effects on people’s health and the value of their homes. On the other hand, the area is growing rapidly, and more construction will take place for the next decade.
