-Identifies outcome goals and valuation criteria as identified in Healthy People 2030 or UNSDG
-Establishment of surveillance parameters (including screening considerations) by determining the best way to monitor and identify the target population?
-Identifies strengths, and barriers to improved outcomes using a selected change model or theory
-Describes and evaluates intervention strategies evident in the literature; identifies “target” of intervention; includes plan for implementation and evaluation of intervention strategy
