What are the barriers to entry? Is there any funding available at the state or local level for what you are proposing? What are the rules and regulations around qualifications?

Cannabis legalization

As more and more states legalized the path to legalization has been wildly different, as you have seen so far in this course, this also varies significantly at the local level.

Using the research you conducted for the this weeks discussion you are going to create a memo to a potential investor for your cannabis initiative explaining:

the regulations you will need to follow in order to be in compliance

The local and state agencies that you will need approval from and what they need to approve (would also be good to include a timeline on how long the process is expected to take)

  • What are the barriers to entry?
  • Is there any funding available at the state or local level for what you are proposing?
  • What are the rules and regulations around qualifications?

Breakdown the expenses that will be incurred in order to get started.

Your memo should be clear as to who your audience is, be informative, citing sources, and address at least the bullets above. The memo should be written professionally and be 2 pagchoes in length.

Think about your local municipality. What regulations and agencies do you see at work? What are their influences? Then start looking higher, to the state and federal levels. More agencies? More stakeholders? What do you see as similarities that can help focus on trends?

Cannabis Regulation Agencies

At the different government levels, different agencies play a role. Think about your local municipality. What regulations and agencies do you see at work? What are their influences? Then start looking higher, to the state and federal levels. More agencies? More stakeholders? What do you see as similarities that can help focus on trends?

What are the differences that you want to make sure you are keeping on your radar? In the following activity, you will role-play decisions you will need to make within the regulatory framework of your state or jurisdiction.

Maryland/Washington DC

The number and types of regulatory agencies you will need to work with depends upon your state and local regulations and the type of cannabis business you plan to start.

Begin by viewing or listening to the presentation, The Regulatory Landscape (Links to an external site.)

[audio, 10:22]

to learn about regulatory agencies at both the state and national levels that you should become familiar with.

Taking the position of a new dispensary owner (either medical or recreational) come up with a list of agencies you will need to interact with in order to become and remain compliant.

Next, select one compliance rule (local regulation) in your area that might be easily misconstrued. What are the implications?

Finally, consider these agencies from a different business perspective – such as a CBD oil-infused coffee shop or a cultivation and extraction facility. How do the types of regulatory agencies you need to work with change at both the local, state, and federal levels? Where will you look to find the appropriate agencies? Remember to include the appropriate law enforcement agencies as well.

What are the principal arguments or points of view offered in the readings? What are they trying to explain? Are they successful? What is the relationship between the readings? Do they agree? Contradict each other? Do you find one more compelling than the other? Why?

Slave trade and the Black Atlantic (Reflection Paper)

Reflection Paper Assignment Race & Racism in International Law & Politics This is a reflection paper not an essay.

Weeks topic for reflection paper: The slave trade and the Black Atlantic.

Write a short paper (750 words) reflecting on the readings.

Your reflection should be in 1.5 spacing, Times New Roman font, 12pt.

Any author you discuss should be cited with a parenthetical citation with their last name and page number, e.g., (Miller, 2).

An effective reaction paper demonstrates knowledge of the assigned readings, but may focus on one significant element (theme, argument, issue).

Consider the following questions as you write your paper:

  1. What are the principal arguments or points of view offered in the readings? What are they trying to explain? Are they successful?
  2. What is the relationship between the readings? Do they agree? Contradict each other? Do you find one more compelling than the other? Why?
  3. What questions remain unanswered once you’ve finished reading this week’s reading? What should have been addressed?

Reading quide/questions for the week on the slave trade and the Black Atlantic.

Johnson, Soul by Soul: Life Inside the Antebellum Slave Market , Excerpts

Note that although the file will seem like a lot of pages when you open it, much of that is the pictures at the end, which include bills of sale, photographs, and reproductions of the slave market and enslaved people. This is a work of history that gives some important context for the slave trade, not only how it functioned through law but also about the relationship of the slave trade to the global political economy and the economy of the US in particular.

What do you learn from the ways in which Johnson describes the slave trade and the slave market? What kind of history is he telling?

  1. NourbeSe Philip, Zong! (Excerpts) 938.198kb
  2. NourbeSe Philip is a lawyer and poet who read the Gregson v. Gilbert case and was struck by not only the horrors that the case revealed but also how much is erased when it comes to the histories of slavery and enslavement. She decided to construct a work of poetry that would use only the words from this fragment of the Gregson case.

Consider the project of using the limited words of this atrocious case to try to memorialize slavery and the enslaved. Do you read the court case differently once you see the words used in this form?

What does it make you think about as you read these poems?

Your response paper will be evaluated based on both form and substance: A stellar reflection will be well-written, concise, carefully proof-read, and demonstrate a thoughtful engagement with the materials.

What gang or controlled substance appears to now pose the most significant threat to the U.S. and why? Are these newly emerging threats or have they continued steadily over the past decade?

Threat Assessment

This week’s readings included the 2020 Drug Threat Assessment report by the Drug Enforcement Administration and the 2015 National Gang Threat Assessment by the National Gang Intelligence Center of the Federal Bureau of Investigation.

Both provide detailed looks at these significant issues in criminal justice, which include those organizations’ predictions (“Outlook” section) about the future of drug and gang prevalence in the United States.

Pick one of the reports and answer the following questions based on the totality of the report:

  1. What gang or controlled substance appears to now pose the most significant threat to the U.S. and why?
  2. Are these newly emerging threats or have they continued steadily over the past decade? Provide evidence to support your answer.
  3. What has the law enforcement strategy been to contain these activities? Do you think it has been successful or not? Why or why not (provide evidence).
  4. What would the components of a successful LE program against these activities be? Examples of enforcement programs include: border interdiction, following the money, anti-crime education in middle and grammar schools (e.g., “DARE”), community job and sports programs, curtailing incarceration of first-time offenders, for example. Explain why they would be successful and in what time frame? If there are examples of how your chosen program has been successful in some area, provide that information as support.

Your response will be judged on your ability to provide evidence in support of your statements and choices.

If the Gun Free Schools Act of 1994 was enacted to address mass school shootings, why is it that most of the discipline results in higher numbers from inner city schools as opposed to suburban schools where mass shootings historically occur?

Juvenile delinquency

Do you support the notion that there are disproportionate punishments in school settings (K12) as it relates to race? If school punishments contribute to the school to prison pipeline, how do we address the underlying factors that contribute to continued high referrals to juvenile court from school systems?

If the Gun Free Schools Act of 1994 was enacted to address mass school shootings, why is it that most of the discipline results in higher numbers from inner city schools as opposed to suburban schools where mass shootings historically occur?

Do you purport that the Project Save Act (Monell article) or similar legislation is beneficial and working to keep our schools safer?

The states are invested with various police powers. However, the federal government limits that police power. Do you think that the control of police power best lies in the federal or state governments?

Right and Civil Liability DB

Each question should be about two paragraphs. You can use outside sources to define and explain your answers. As long as they are scholarly sources, you do not have to write this in the paper form, just answer the questions.

Week 4: The states are invested with various police powers. However, the federal government limits that police power. Do you think that the control of police power best lies in the federal or state governments?

Week 5: Are Terry stops more in line with the crime control or due process model of criminal justice?

Week 6: Police officers are permitted to approach citizens, ask questions, and even ask for consent to search. These stops are allowed if a reasonable person would feel free to disregard the officer and go about his or her business. At what point does a reasonable person feel that he or she is being detained? When does a consensual stop turn into a seizure?

Week 7: The Supreme Court gives the police some leeway when assessing the legality of police use of force when affecting an arrest. Why does the Court give the police this leeway? Why has the Court not given a “bright line” rule to determine if the force use was excessive?

Week 8: Search warrants must identify the place to be searched and the items to be searched for. Why is this necessary?
