Scenario:
Smitheford Pharmaceuticals

Smitheford Pharmaceuticals was founded by a former officer in the Civil War, General Robert Smitheford, in 1878. He moved his family to Colorado Springs to aid in his wife’s tuberculosis condition. At the time, it was believed that the sunshine and high altitude had curative effects.

The company quickly grew and expanded. To improve the economies of several growing towns in Colorado, General Smitheford built additional manufacturing facilities in Pueblo, Grand Junction, Fort Collins, and Durango, Colorado.

Smitheford was an excellent leader, as demonstrated by his rapid rise in the Union Army. He used management incentives and was an early follower of Frederick Taylor on methods improvement and employee satisfaction. The company has since adopted total quality management (TQM) philosophies but has done a poor job of implementing these principles in manufacturing.

By the 1950s, Smitheford Pharmaceuticals grew to become the 6th-largest pharmaceutical firm in the United States. Expansion in manufacturing occurred in the 1970s and 1980s with operations in Canada, Puerto Rico, France, Japan, Mexico, and Brazil.

Many challenges are facing the industry today. NAFTA impacted some advantages that Canadian manufacturing might have had. Stricter FDA guidelines have made transportation of partially manufactured products more complicated; drug interactions, especially for the elderly, can seriously affect whether or not to release a new product, and manufacturing equipment has become more sophisticated, and with the advanced technology comes increase fixed costs.

You are a midlevel manager of production operations at Smitheford. You will need to look at several methods to improve efficiency and effectiveness for its area of responsibility. You will use quantitative and qualitative methods to make recommendations for the improvements.

Discuss in detail how the issues you identified impact the location.

As a leader in emergency management, you want to minimize negative consequences of risk by implementing a risk management plan.

For this assignment, you will design a new risk management plan for the contemporary issues you identified in Unit 2, as related to the location you identified (city, organization, or agency).

Try to be as realistic as possible in your design, taking into account your city or organization’s location and mission. Feel free to incorporate components from the location’s present risk management plan (if they have one), if you feel that they are the best choice. Practical Issues

The proposal will be assessed for its overall quality; in particular the extent to which the components fit together and its suitability for masters level research. You will need to demonstrate that you have withheld pre-conceived ideas and organised your arguments logically. The proposal needs to convince the reader as to its suitability and your ability to undertake the work. A mark sheet and marking criteria are attached. The work will be marked on a percentage basis, with 40 percent being the pass mark. You

should take careful note of where marks are allocated and ensure that you address these areas in your proposal.
Once you have identified your area it is worth contacting your tutor with a brief outline of what you intend to do with your objectives clearly set out in order to receive some feedback before you undertake the main writing up.

The idea for the proposal is yours so we cannot make suggestions but will give feedback on a plan and tell you whether we think it viable. To do this we need you to give us: a title; some rationale for the idea; the research question, some objectives; and an indication of the theory to be used.
