6. Distil findings into a conclusion.

To what extent do flagging political support or declining poll numbers hamper the president’s ability to lead Congress and the nation? Are there areas where this fact will be of little consequence? Discuss the suitability of public opinion polls for conferring a mandate on the president.

American government

Some observers express concern about high reelection rates for incumbent members of Congress and have advocated for term limits as a way to formally remove longtime members of Congress. Why do you think these proposals for term limits are being advanced? Are there advantages to having long-serving members of Congress in office (e.g., when dealing with an entrenched bureaucracy)? What do recent election cycles say about the need for term limits? Are there other ideas for systemic reform such that challengers are placed on a more equal footing with incumbents?

Given that most presidential powers are delegated and informal, the president’s ability to shape American politics is largely contingent on public support. To what extent do flagging political support or declining poll numbers hamper the president’s ability to lead Congress and the nation? Are there areas where this fact will be of little consequence? Discuss the suitability of public opinion polls for conferring a mandate on the president.

Consider the positive and negative effects of profit in the context of several different areas of public bureaucracy. What is gained and what is lost by privatizing functions such as education policy, trash removal, criminal incarceration, and national defense? How might privatization affect the constitutional rights of citizens who deal with the private companies?

If more than 60 percent of the federal budget is “mandatory spending,” what is left to cut? What economic goals do categories of mandatory spending support? What programs should be abolished or cut? Should any programs be expanded? If so, identify which ones and explain why they should be expanded.ief agencies such as the Red Cross?

In recent years, the American armed forces have been called on to perform duties that are more humanitarian than militaristic, providing support after the Fukushima disaster, in addition to funds for drought victimes in Ethiopia, COVID-19 vaccinations to countries who could not afford them, Ebola patients in West Africa, and earthquake victimes in Nepal. Do we have an obligation to assist other countries experiencing a crisis, or should that be left to private relief agencies such as the Red Cross?

Describe how other scholars have gone about studying the same or similar research question. What worked well, what did not work well? Clearly identify and describe the concrete, specific ways in which the project contributes to theory.

Research Proposal

INSTRUCTIONS

• The paper must be 15 pages in length, which does not include the cover page or reference page.

• Students must describe their research question in one sentence. Students must describe dependent variable in one sentence. Both the research question and the dependent variable must be on page one of the proposal.

• Students must identify and briefly describe their research objectives

• Paper must offer brief lit review on previous work done to investigate the same or similar research question/RQ. This lit review must:

  • Describe how other scholars have gone about studying the same or similar research question. What worked well, what did not work well?
  • Clearly identify and describe the concrete, specific ways in which the project contributes to theory.

This component should include both a formal explanation and a substantive explanation. In other words, how do methodologists describe the type(s) of theory contribution(s) you make? And what “gap” in existing theory within your sub-field do you aim to fill?

  • Hypothesis(es) should be derived from lit review

• Paper must describe research design choices, including but not limited to:

  • Operationalization/measurement of major variables (Both DV and IVs)
  • List of possible observable implications (esp. for DV)
  • Possible data sources/cases
  • Description of techniques/methods used to carry out data collection and analysis
  • Discuss case selection, if applicable to project

• Using course readings and additional seminal works on research design and methods, paper must justify research design choices and convince readers their research design enables them to meet their research objectives

  • This will entail an explanation of how the nature of the data informed selection of appropriate methodology
  • Students must discuss the ways in which the research design is constructed to avoid common research design pitfalls
  • Students must identify the strengths and weaknesses of their research design
  • Students must offer concrete solutions for minimizing weaknesses

• After thoroughly explaining and justifying research design choices, doctoral students must describe how their work contributes toward the evaluation and/or building of public policies.
o Students should ground this explanation in the principles/methods for policy analysis studies and discussed in the course.

• Paper must include at least 20 references, in addition to the course readings, and must demonstrate integration of biblical principles.

• The paper must be written in proper Turabian format.

Article Review

OVERVIEW
In the field of federalism and intergovernmental relations, the Christian statesman needs the skills to analyze, synthesize, and evaluate content from many sources. Toward that end, the purpose of the Article Review Assignment is to aid in the development of those skills as they apply to scholarship. The focus of the assignment will be on writing informative annotations for the purpose of research along with a synthesis that integrates the assigned articles, comparing them in response to a prompt question.

INSTRUCTIONS
Write an article review using these articles:

Davis, Charles. 2001. “The West in Flames: The Intergovernmental Politics of Wildfire Suppression and Prevention.” Publius 31, no. 3: 97-110.
AND
Potoski, Matthew. 2001. “Clean Air Federalism: Do States Race to the Bottom?” Public Administration Review 61, no. 3: 335-342.

Obtain these articles through the school library online. Complete the assignment in Turabian Author-Date style (no footnotes; only in-text citations) in Times New Roman (12 pt.), with margins of 1”.

Provide a title page and place page numbers in the upper right corner of the document. A template for this assignment has been provided for you in the announcements. It is expected that there will be ample citations throughout the assignment. However, there should be no more than one or two short quotes.

Paraphrase and summarize the material instead.
The review should include (in this order):

  • Two Annotations [300–400 words each]. Each annotation should summarize the article, including identifying the research question/thesis, methodology used, evidence or data presented, major findings, and overall strengths or weaknesses of the article. Place a bibliographic reference at the top of each annotation.
  • One Synthesis [750–800 words]. The synthesis addresses the prompt question, using the two articles to respond to the question, providing comparison/contrast and agreement/ disagreement between them. Organize the synthesis around answering the prompt question. The structure of the synthesis should be the response to the question. For this assignment, the prompt question is, “According to the authors, how can national policy re-shape intergovernmental relationships within the federal system”?

What do these thinkers offer to inform us about black identify, political behavior, popular culture, and so forth that reflect the evolution of African American racial and political thought, including the appropriate approaches and strategies for grappling with the complex issues of African American economic and political development

African American political thinkers

Each student must select two prominent African American political thinkers (MELVIN L RODGERS AND AUDRE LORDE) and write a short paper (roughly 10-12 typewritten double-spaced pages) that discusses the individual’s biographical data, values, beliefs, and behavior that that shaped each person’s thinking as displayed in their speeches and writings about the complexities of race in the United States. In particular, examine the thinkers’ conceptualization of the historical and contemporary forces contributing to their understanding of the causes and solutions, political and otherwise, for ameliorating the predicament of race, racism, and overcoming the status of an “out group” by African Americans. What do these thinkers offer to inform us about black identify, political behavior, popular culture, and so forth that reflect the evolution of African American racial and political thought, including the appropriate approaches and strategies for grappling with the complex issues of African American economic and political development. In addition, critically assess to what extent do your two thinkers offer usable contributions for current political actors to think about, act on, and strategize around in addressing contemporary concerns, issues, and/or strategies (provide illustrations or examples) in African American politics and public policy.

Develop your own philosophical position on what constitutes appropriate parameters of individual liberty and the pursuit of happiness, and support it with logical arguments and specific examples/scenarios.

American Politics Winter 2022

Section One (write on ONE topic only)
1. Thomas Jefferson warned of an “aristocracy of our monied corporations which bid defiance to the laws of our country.” Considering interest groups and corporate power, discuss whether Jefferson’s concern about excessive corporate power is still relevant. You should also link Jefferson’s statement to the current issue of increasing income/wealth inequality and its impact on our political system. Use specific examples to support your position.

Note: You should review Chapter 7 on REVEL and Reich’s film Inequality for All if you choose this topic.

2. Where to Invade Next contains episodes that show domestic policies in various countries (eight episodes in eight different countries). After watching the film, choose three foreign countries featured in the film and discuss their
programs/policies in detail. Also decide whether you think their programs/policies would be good for the United States if implemented here and the reasons for your opinions. Devote one page of your essay to each country you choose for a total of three pages.

3. Thomas Jefferson famously wrote that we all have an inherent right to “Life, Liberty and the pursuit of Happiness.” Yet, there are different perspectives on both liberty and the pursuit of happiness—specifically, what (if any) limitations should apply. Where do your individual rights end and others’ rights begin? One’s view of what is an acceptable framework for liberty and the pursuit of happiness (and what is not) is likely to be based in part on his/her moral/ethical
positions and political conditioning. Develop your own philosophical position on what constitutes appropriate parameters of individual liberty and the pursuit of happiness, and support it with logical arguments and specific
examples/scenarios.

Alert! This is the most difficult topic on the exam. It is a philosophical topic, not one on history, nor on the current state of the country, nor on any current political/social issue. Therefore, if you choose to write on this topic, be sure that you stay within its narrow philosophical parameters and avoid discussing specific political issues. Focus your essay on the last sentence in the Prompt: “Develop your own philosophical position on what constitutes appropriate parameters of individual liberty and the pursuit of happiness, and support it with logical arguments and specific examples/scenarios.”

Section Two (write on ONE topic only)

1. State and review briefly the three main principles of libertarianism discussed in the Sandel videos. Then, apply these principles to the controversy surrounding Cliven Bundy, a Nevada rancher who has refused to pay use fees to the U.S. Bureau of Land Management for grazing his cattle for over 20 years on federally-owned land because he does not recognize the authority of the federal government in this issue. Should Bundy be forced to pay like 18,000 other
ranchers do for using federally-owned lands to graze their cattle? After detailing what the libertarian position would be on this issue and why, argue for or against it. Be sure to support your position with logical reasoning.

Alert! This is not a simple topic although it may seem like one. All aspects of the case need to be considered in detail.

Note: Do not use sources for this topic.

Base your essay only on libertarian principles presented in the Sandel videos as well as the facts of the case as stated here, not on any other information that you might find in an outside source.

2. There is a court case that potentially involves two elements of the First Amendment: freedom of religion and free political speech. It could also involve civil rights issues included in the 1964 Civil Rights Act and the Equal Protection clause in the 14th Amendment. The case involves a Christian printer who refused to print gay pride T-shirts because the message of the shirts conflicted with his religious beliefs. The printer declined the printing job for T-shirts promoting a gay pride festival, but offered to contact other local printers to do the work for the same price as he would have charged. The printer has a history of rejecting other orders for shirts promoting sexually explicit material/actions and violence because the messages violate his religious beliefs. Do an analysis of this case by considering possible arguments on both sides, and then reach a conclusion as to whether the United States Supreme Court should rule for or against the printer (and why) and how you think the Court would rule if the case comes before them (and why).

Alert! Do not use sources for this topic: Base your essay only on the facts of the case as stated here, not on any additional facts or assumptions about the case that you might find in an outside source. Do not assume either side’s motives as that would be an assumption, not a fact. Stick to the facts of the case as presented here.

3. There is a court case that potentially involves the Establishment clause, the Free Religious Practice clause, and the Free Speech clause of the 1st Amendment. It involves a coach who was fired for praying on the field. Refer to
https://www.yahoo.com/news/supreme-court-hear-case-high-212718240.html as you decide whether the coach would/should win at the U.S. Supreme Court. You may also refer to other online articles specifically about this case if you wish. Your task is to consider possible arguments on both sides of the case, and then reach a conclusion as to whether the United States Supreme Court should rule for or against the coach (and why) and how you think the Court would rule if the case comes before them (and why).

Alert! Do not use sources other than online articles specifically about this case for this topic. Do not assume either side’s motives as that would be an assumption, not a fact. Stick to the facts of the case.
