You will examine the city and state where it occurred in order to analyze what could be have been done better to prevent or mitigate harm. Research Question

Will educational intervention for 15 minutes a day either in person or at home with supplementary material, focused on literacy, among 6–8-year-old children within “villa miseria” result in increased attendance rates in the “villa miseria” educational program?

Participants

Participants in this study will consist of 6-8-year-old children that live within “villa miseria”, a large urban shanty town in Buenos Aires, Argentina, within two miles of the educational program site located within “villa miseria.” This age range was selected from the synthesis of research that indicates that by the age of 6, most children are cognitively advanced enough to learn to read. Since this study will be focused on finding effective ways to improve attendance in the education program, since the nearest school is unsafe to travel to at 7 miles away, researchers have chosen to focus on the more at-risk population of children who either do not attend school at all or attend the education program within “villa miseria” less than once a week. There will be no preference for specific genders and racial or ethnic backgrounds. Our cases will include children in this specified age range that have parental consent to participate in our study. Researchers will not exclude siblings from the same family and will work with families to ensure that each sibling in the specified age range can participate by offering a rotating schedule if necessary.

Controls in the experiment will be focused on providing the same educational experience to every child enrolled in the study. Therefore, children participating in this study will be given the same educational materials every week, be provided the same amount of timed one-on-one instruction, and be provided the same snack after every weekly session. Researchers will also compare the attendance rates of other children within the area with those in the study.

Ethical Considerations

Though researchers will be conducting their study in Argentina, researchers will comply with the recommendations provided by the National Commission for the protection of Human Subjects of Biomedical and Behavioral Research and federal regulations regarding protecting child research participants provided by the U.S. Department of Health and Human Services. The study must be approved by an Institutional Review Board (IRB). Children must have an informed consent form signed by their parents or guardians to participate in this study. In order to make sure consent is informed, translators will be available to offer support and help answer questions. Also, an informed consent form will be provided in the parent or guardian’s native language. If the parent or guardian is unable to read, a translator will again help with this process in order to obtain consent. Children and their families must not be coerced to participate; participation must be voluntary. While this study is considered minimal to no risk, researchers must be cognizant of the potential emotional and physical trauma of the children they are working with and use informed teaching methods to manage behavior and encourage participatory learning. Privacy must also be maintained for each child participant and therefore each participant will be assigned a pseudonym within the data analysis to maintain confidentiality. Researchers must understand the ethical landscape of only selecting children within the specified age group when there are many age groups within “villa miseria” that require educational intervention. However, due to the perceived benefits of providing extra educational resources to this age demographic, researchers consider this an acceptable level of risk.
