Education Policy Brief

Overview
The purpose of this assignment is to apply the May, Can, Should model through analysis of a specific education policy. An effective tool for finding this legislation is through www.govtrack.us and the cost of the legislation through the Congressional Budget Office at www.cbo.gov.

Instructions
For the analysis paper, this is best done in the following manner:

May
Application of the Biblical principles – when discussing the topic of the week, make sure to apply the Biblical principles discussed in question 1 of the Synthesis paper to the specific policy that you’re discussing. How does it meet natural law, inalienable rights, federalism, etc.?
Constitutional authority – what is the Constitutional authority for the federal government to get involved? Avoid the use of the General Welfare clause as it becomes a catch-all for anything that a politician wants to get passed.

Can
Political feasibility – what is the likelihood that the policy will become law? What is the political and social support for the policy?
Financial feasibility – what is the policy expected to do to the national debt or spending? For example, the new COVID stimulus just put us another $2 trillion in debt but was widely supported by both politicians and the public.
Practical feasibility – what are the logistical resources needed for implementation (buildings, personnel, new programs, etc.) and what are the steps for implementation (ex; the Affordable Care Act needed functional websites in order to be implemented, the lack of these created severe problems with implementation).

Should
Relate this back to specific Biblical and Constitutional authorities and discuss whether or not the policy should be supported based on this and the feasibility of implementation.
The goal of this is to critically analyze an education policy to objectively determine if the federal government should be legitimately involved in the policy being discussed and if the policy is right for the country.

You are expected to submit a 1 1/2–2-page paper (not including the title page, abstract, and reference page) in current APA format in which the May-Can-Should model is applied in the context of the policy focus. Be certain to emphasize a focused analysis of a particular federal policy (either already implemented or proposed) chosen from the policy concentration area for the assigned module

Policy Memo

PMAP 8531 Case Study #2 – Juvenile Justice in Georgia

You are the Public Safety Policy Analyst for the Governor of the State of Georgia. He is deeply invested in improving the effectiveness of Juvenile Justice in Georgia as part of his legacy as a criminal justice reformer. He is preparing a proposal on Juvenile Justice Reform to be presented to the Georgia General Assembly for legal and budgetary approval. The final details of the plan will be worked out between the Governor’s Office, the legislature’s Criminal Justice Reform Committee, the Department of Juvenile Justice, and a contracted consultant that has proposed the alternatives. Having received a satisfactory proposal from the contracted research agency for Juvenile Justice Reform, the Governor has asked you to review your currently collected data on the state of Juvenile Justice in Georgia and provide a policy memo to serve as the basis of his proposal. He has asked for you to carefully weigh the risks and benefits and recommend a starting proposal for this reform initiative.

In a 3-5 page single space memo you should provide the following:

1. A 1-2 paragraph summary of the background of the Department of Juvenile Justice and policy concerns created by that background. Note that most of the background and definitional material provided is for your own education, you do not need to provide explanations of the entire system as the stakeholders are aware of the legal and regulatory structure of the Department of Juvenile Justice and Juvenile Offenders.

2. A summary analysis of the most important issues facing the Department of Juvenile Justice based upon the section “Current Situation and Issues in the Department of Juvenile Justice” and in spreadsheet: Appendix C Juvenile Justice Data for Analysis.Data in the spreadsheet should be presented in the form of charts and graphs within the body of
the memo. You do not have to use all data from all tabs of the spreadsheet, but you do need to make sure that you illustrate the trends that you identify as most important. You should provide a succinct explanation of the trends presented in your graphs and identify why they are important. Statements of problems from the body of the case study should be addressed in bullet points, or in another clearly demarcated manner. The most vital component of this section (the bulk of your paper) is to carefully analyze all of the information provided and identify the links between the trends. As an example, recidivism rates are very likely linked with events described in the case, and with issues like backlog of offenders awaiting placement.

3. A recommendation on the allocation of the $25 million allocated to begin addressing the problem. This allocation is not sufficient to carry out all of the corrections needed to improve the current department or implement the new proposed system. Based upon your analysis, identify roughly how the funds should be split between the two proposals. Keep in mind that the Department of Juvenile Justice has proposed savings that are separate from the cost of reforms.

4. Identify the trade-offs in your recommendation. This means acknowledging the risks created by needs you choose to not fund and identifying consequences caused by lack of a full implementation.

Notes for Obtaining Maximum Grade

 Look for trends and apparent correlations in your data.  IDENTIFY WHY THOSE TRENDS AND CORRELATIONS MATTER

 Remember that implementations can be staged rather than initiated all at once.

 Remember that you’ll often only have the resources to address the most critical problems, and that some situations may be forced to remain unresolved in the short term.  There are a lot of distinct issues in this case study. ORGANIZATION and a careful and well thought out approach is absolutely key.

What is the recent political history of your district and state? How has your state and congressional district voted in recent presidential and congressional elections? Can your district or state be considered to be leaning Republican or Democrat?

TEXAS GOVERNMENT: Becoming an Informed Voter – Researching Your Texas Delegation

The purpose of this paper is to provide practical application of material learned by developing concepts learned in the presentations. The body of the paper must be at least 6 pages (double spaced, 12-point font) and include subheadings as appropriate and necessary. In addition to the body, you must include a separate title page and reference page. Do not submit an abstract with this assignment.

Do not write the paper without carefully studying the related presentations. To achieve more than a passing grade, you must demonstrate a mastery of the presentations and factual information and incorporate those ideas into your paper. Naturally, stylistic points such as grammar and spelling will be considered in grading. Your paper must adhere to current APA format. Doing the minimum amount of work does not guarantee a perfect score.

The research paper has 2 steps. First, you will analyze the background of your legislative district and your State Representative. Second, you will analyze the political background of your state and your State Senator. Note that these are Texas State Representatives and Senators. Do not use members of your U.S. Congressional Delegation.

The first part will deal with your legislative district and representative; the second part will deal with your state and senator. Interest group scores may be found at Vote Smart.

Document to properly format this essay as you will be required to use formal writing with subheadings as necessary to address and elaborate on each of the following questions in paragraph form:

• What is the recent political history of your district and state?

• How has your state and congressional district voted in recent presidential and congressional elections?

• Can your district or state be considered to be leaning Republican or Democrat?

• Are the political parties relatively even, or does one party dominate the elections?

• Does your district have a long tradition of supporting one party, or has it been changing in recent years?

• How did your representative and senator come to power? (Thoroughly describe their backgrounds.)

• How do the interest groups (ADA, ACLU, ACU, CC or FRC) rate your representative and senator? (Note: If the Christian Coalition score is not available, you may substitute the Family Research Council score. Include the exact scores from each of these groups. The rationale for this is explained in the presentation.)

• Based on these ratings, would you classify your representative and senator as conservative or liberal? Justify your answer.

Do not submit your paper in the form of a series of questions and answers. Organize this information into a standard research paper (paragraph form with level headings) utilizing APA format. Consult the grading rubric to make sure that all the necessary information has been included.

Critically assess the utility of the leading conceptual models of “traditional public administration”, “new public management” and “new public governance” in helping us to understanding of how the public sector functions in the UK today.

Aims of the Module and Learning Outcomes

Being introductory, the module aims to provoke thought, challenge preconceptions, stimulate questions and nourish inquisitive minds, more than to provide a set diet of ready-made ‘answers’. Thus, what is the meaning of public administration? How ought the system of public administration to be organised? What should be the responsibilities of the public sector? How is accountability ensured? How can we improve our public services? Inevitably, the philosophical issues raised by these questions make for argument and introduce conflicting interpretations. The module aims to ensure some familiarity with the alternative perspectives advanced in these questions.
