Clara Barton.
The American Red Cross was founded on May 21, 1881, by Clara Barton. Clarissa Barton was born on Christmas Day in 1821 to Stephen and Sarah Barton (Burton, D. H., 1995). Clara became her brother’s nurse and companion after he was critically injured (Burton, D. H., 1995). Clara Barton was a teacher and a nurse (Spitzer, R., 2004).

The motivation that caused Clara to establish the American Red Cross was her dedication to pursuing service in the Civil War without the burden of having a husband and/or child (Burton, D. H., 1995). Clara wanted to volunteer for the sick and wounded soldiers of the Union Army during the Civil War and utilized her connections to collect medical supplies and food as well as arrange makeshift hospitals for the wounded (Burton, D. H., 1995). Barton documented personal information on soldiers she provided care for and eventually communicated with the family of soldiers that were missing, wounded, or dead (Glassford, S., 2013).

Barton’s lasting impact was that she founded the American Red Cross focusing on disaster relief and the National First Aid Association of America which prepared first aid kits and worked to help create ambulance brigades with local fire and police departments (Burton, D. H., 1995).

The work of Clara Barton changed current day healthcare due to her actions and belief in helping everyone regardless of race, gender, and economic status (Burton, D. H., 1995). She aided in the development of first aid response, emergency preparedness, and emergency response procedures that are still utilized by the American Red Cross today (Burton, D. H., 1995).

On the other hand, the foot and mouth disease for swine also occurred in Chile six years ago. The swine meat from Chile was permitted for importation in Singapore after Singapore and Chile established a free trade agreement (FTA) the last year, although an FTA does not justify a discriminatory treatment for SPS measures. In fact, the Singaporean government pointed out the fact that Chile was designated as a “control country” under the OIE criteria when Chile rapidly implemented all necessary measures to contain potential risks from distribution channels of the market.

1.2 Suppose that Singapore found the packaging for swine meat to be hazardous when it contained too much chemicals for facilitating refrigeration. So, Singapore enacted a new law to prohibit any residue of such chemicals in swine meat packaging. Consequently, Canadian swine meat import was almost stopped in Singapore because packaging to use chemicals facilitating refrigeration was invented in Canada and their exportation heavily relies on this method. All other countries use typically plastic containers for swine meat transportation and thereby are not affected by this new law.
